It is not stupid question. I am glad you asked.
Do not worry about DirectX. This is just some program which gets installed along Windows operating system. This requirements above just reminds you to make sure your computer has video card which supports this DirectX 9 program, which will be automatically installed the moment you install Windows 7. I am sure your computer has appropriate video card, unless it is 4 or 5 years old.
